Legislative Report, July, 2009

Legislative Report, July, 2009
by Max Cooper, Legislaive Co-Chair

State and Local:

Successive Honolulu Police Department Chiefs have been a major source of anti-gun legislation and anti-gun police policy for our State.  The Honolulu Police Commission is searching for a new one. You may want to contact the Commission and ask them to be sensitive to victims rights and 2nd Amendment issues as they choose a new Chief.

Federal:

See the letter in this issue from the Chair of the Senate Appropriations and Military Appropriations Committees, Dan Inouye, on your gun rights.  After that, if you're still moved to contact your federal legislators on pending bills, there are some great ones.  Maybe they'll sneak in as an amendment like the concealed carry in National Parks did.  Amazing.  For details go to:  http://www.nraila.org/Legislation/Federal/Read.aspx?id=4951

S. 941/H.R. 2296-- the "Bureau of Alcohol, Tobacco, Firearms and Explosives Reform and Firearms Modernization Act."  would roll back unnecessary restrictions, correct errors, and codify longstanding congressional policies in the firearms arena.  Will Obama sic BATF on your neighborhood gun dealer like Clinton did?

H.R. 442-- The "Veterans' Heritage Firearms Act."  This legislation would provide a 90-day amnesty period during which veterans and their family members could register firearms acquired overseas between June 26, 1934, and Oct. 31, 1968, without fear of prosecution. Therefore, H.R. 442's proposed amnesty would only apply to machineguns and other NFA firearms. (It also would not apply to "destructive devices" such as bombs and grenades.)  Got Papa's bring-back machine gun in your garage?

H.R. 1074 -- "The Firearms Interstate Commerce Reform Act."  This bill would remove several antiquated and unnecessary restrictions imposed on interstate firearms business since 1968.  The bill would update certain procedures applicable to commerce in firearms and remove certain Federal restrictions on interstate firearms transactions.  Got any problems getting ammunition and magazines shipped to HI?
